Courtney Lawes of England is accused of hitting Mario Ledesma knee during Saturday, 09/13 victory in Dunedin in Argentina.
The 22-year-old to appear before a disciplinary hearing in Auckland in 0300 GMT on Tuesday.
England Martin Johnson said: "We will provide the necessary information and help as requested."
Lawes allegations of violations of law 10.4 (), which applies to "punching or striking (and knee)."
The Northampton forward has been cited by match commissioner disciplinary Murray Whyte Ledesma for his challenge late in the first half of England's World Cup Group B win.
Penalties for such violations can range from three weeks to several months, even if sanctions are generally imposed for a match race.
